Pinball machines, electronic games, music dispensing machines or gaming devices may be installed in arcades, recreation centers, lounges, taverns, bars or places of amusement the primary business purpose of which is amusement, recreation or relaxation. No pinball machine, electronic game or gaming device shall be installed or licensed for use in any retail food or merchandise outlet, gas station or garage, restaurant, shopping mall, convenience food or service outlet, repair service establishment, or other business or occupation not primarily engaged in amusement or recreation.
