Nothing in this article, as amended from time to time, shall limit the power of any political subdivision to regulate the quality and the character of work preformed by contractors through the enforcement of building codes and inspections.

State licensed plumbers and well diggers shall be required by the Town to pay a fee as prescribed by this article, as amended from time to time, for a certificate of registration empowering the aforementioned contractors to perform work in the Town.
