(a) All employees of a massage establishment, as well as masseurs and masseuses, must be modestly attired. Diaphanous, flimsy, transparent, form-fitting, or tight clothing is prohibited. Clothing must cover the employees', masseurs' or masseuses' chests at all times. Hemlines of skirts, dresses, or other such attire must be no higher than the top of the knee.

(b) The private parts of patrons must be covered by towels, cloths, or undergarments when in the presence of an employee, masseur, or masseuse. Any contact with a patron's genital area is prohibited.
