(a) Upon receipt of a completed application for a license or permit required by this article, together with the fee, the clerk-treasurer shall refer same to the board of metropolitan police commissioners of the Town. Such board shall cause the matters stated in the application, as well as the applicants, to be investigated by the Police Department of the Town. At the conclusion of such investigation the board of metropolitan police commissioners shall make a report to the board of trustees. The report shall be confidential in nature and, together with the application, shall be considered by the board of trustees in determining whether or not to grant the application and issue the license or permit applied for.

(b) If the board of trustees determines the application to be in order, and upon receipt of a favorable report from the board of metropolitan police commissioners, then the board of trustees shall authorize the clerk-treasurer to issue the license or permit applied for. If the application is defective, or the report of the board of metropolitan police commissioners is adverse or tends to indicate that the information in the application is not viable, or is defective, then the board of trustees shall instruct the clerk-treasurer not to issue the license or permit and to notify the applicant accordingly of the board's action.
