(a) The Director of Public Works, after recommendation of the chief of police and pursuant to the order of the Town Council, shall place and maintain traffic control signs, signals, and devices when and as required under the traffic ordinances of the Town to make effective the provisions of such ordinances.

(b) The director of Public Works, after recommendation of the chief of police and pursuant to the order of the Town Council, is authorized to place a warning sign at a particular location on a highway under the Town's jurisdiction, based upon either an engineering study or the application of engineering judgment, to provide notice to road users of a situation that might not be readily apparent, such as a dead end street, children playing, handicapped child area, blind person crossing, etc.
