The violation of any provision of this division, as amended from time to time, in addition to any penalties prescribed under applicable state law, shall be punishable by not less than one hundred dollars ($100.00) nor more than two thousand five hundred dollars ($2,500.00) per offense or incident. Every day of any violation of this division, as amended from time to time, shall constitute a separate offense.
