The owner of any motor vehicle removed and impounded pursuant to the terms of section 13-81 may appear and claim his or her motor vehicle upon payment of the towing and storage fees and presenting a release from the office of the chief of police, whereupon the vehicle shall be released to him or his authorized representative.
