Sec. 13-53. Traffic regulations on public or municipal property.

Every driver of a vehicle operated upon public or municipal property shall comply with the following regulations regarding movement, traffic and parking:
(a) The speed limit shall be five (5) miles per hour.
(b) Movement of vehicles shall comply with posted signs, including but not limited to arrows, one-way designations, entrance-only restrictions, exit-only restrictions and the like.
(c) No parking shall be permitted either where prohibited or where restricted to designated municipal vehicles or municipal employees as designated by posting.
(d) No traffic shall be permitted upon driveways or roadways either where prohibited or where restricted to designated municipal vehicles or municipal employees as designated by posting.
