The driver of any vehicle shall not back such vehicle into an intersection or over a crosswalk and shall not in any event or at any place back a vehicle against the current of traffic, except to back into a parallel parking space or to back out of a designated angle parking space. No vehicle shall be backed over a public sidewalk except where necessary, and where it is necessary the driver shall either sound his horn or halt before crossing the sidewalk.
