(a) For the purposes of alleviating acute traffic congestion the chief of police may determine the location of temporary passenger and freight loading zones and shall place and maintain appropriate signs indicating the same and stating the hours during which the provisions of this section are applicable.

(b) The chief of police shall not designate or assign any freight and passenger loading zone upon special request of any person, unless such person makes application for a permit for such zone, and have two (2) signs to indicate the ends of each zone. The chief of police upon granting a permit and approving such signs, shall require the applicant to deposit with the clerk-treasurer, a fee of twenty-five dollars ($25.00) per year and may, by general regulations, impose conditions upon the use of such signs and for reimbursement by the Town for the value thereof in the event of their loss or damage. Every such permit shall expire at the expiration of the time stated therein, not to exceed ten (10) days over the one-year period.

(c) The areas and portions of streets and highways as are designated by the chief of police and as posted shall be known as permanent freight loading zones, and no person shall stop and park a vehicle for any purpose or for any period of time in any such zone except for the expeditious loading or unloading of freight and merchandise.
