No person shall park a vehicle within an area designated "Handicapped" or within an area marked or bearing the official international wheelchair symbol, or a reasonable facsimile of that symbol, unless such person is a handicapped person having been issued a handicapped registration plate or decal by the state bureau of motor vehicles.
