Parks and recreation programs shall be made available to the public free of charge, if possible. However, if a fee is necessary for the Town to provide a particular activity, the Town may charge a reasonable fee for participation in an activity, program, or project according to the costs thereof, and any person participating shall be required to pay the prescribed fee.
