Sec. 16-116. Holidays.
All full-time employees are entitled to the following paid holidays (subject to change yearly):

(1) When Christmas Day or Eve falls on a weekend, the day preceding or following shall also be recognized as a holiday. (For example, if Christmas Eve falls on a Saturday and Christmas Day is Sunday, the preceding Friday and following Monday are observed holidays.)
(2) All holidays are approved by the Town Council. Additional holidays may be authorized by the Town Council.
(3) In nonelection years, a "floating" holiday will be allowed during the months of May and November.
(4) If the holiday falls on Sunday, it will be observed on the following Monday; if it falls on Saturday, it will be observed on the preceding Friday.
(5) In certain emergency situations, some employees are required to work holidays. If a full-time employee is required to work the actual holiday (not the observed holiday), that employee will be paid his/her regular holiday pay in addition to one and one-half (1½) times the regular rate of pay for all hours worked.
(6) If a holiday occurs while an employee is on vacation, such vacation day will not be charged against his/her vacation leave. Employees must work the scheduled day before and the scheduled day after a holiday in order to be paid for the holiday, unless approved by the department head or Town Manager.
(7) All civilian employees shall observe the Town-designated holidays contained in this employee manual.
(8) An employee scheduled to return from a nonpaid leave on the day after the actual holiday (not the observed holiday) will not be paid for the holiday. An employee whose leave without pay is approved through the end of the last business day preceding an actual holiday (not the observed holiday) is also presumed to be on leave during the holiday, and will not receive compensation for the holiday.
(9) The holiday schedule may be amended by the Town Council, with written notice, and distributed to all departments within Town government.
