The following policy on solicitation and distribution is hereby adopted by the Town Council as to all Town premises including but not limited to the various administrative offices, locations, and work sites:

(1) Nonemployees of the Town who intend a solicitation and distribution visit to the interior premises of the Town's facility shall give the Town Manager and/or Clerk-Treasurer not less than twenty-four (24) hours' notice of each visit. Such notice shall be accompanied by a list of persons intending access and a designated time. All solicitation and distribution activity by nonemployees shall be confined to nonwork time and in nonwork areas designated by the Town and must not jeopardize health and safety. Exceptions to this are at the sole discretion of the Town Manager and may include such persons as suppliers, vendors, and manufacturer's representatives who make regular visits with the continuing knowledge of the Town Manager.

(2) Employees of the Town are not permitted to engage in solicitation of others. Employees may conduct solicitation and distribution activity in work and nonwork areas but only if both employees are on nonwork time and is noncoercive and consented to by the employee being solicited.

(3) The Town Council or Town Manager may regulate any solicitation and distribution activity by any employee or nonemployee, which disrupts or interferes with the normal work of the Town on its premises or in areas under the operational control of the Town.
