The Town Council specifically acknowledges the existence of IC 36-7-4-1300 et seq. (the "1300 series"), which regulates the imposition of impact fees by municipal corporations within the State of Indiana. It is the intent of the Town Council to fully comply with the 1300 series, and this article shall be construed in all respects to be consistent with said law. The substantive and procedural requirements of the 1300 series, as amended from time to time, shall control in the event of conflicts with this article, which conflicts are unintended by the Town Council in adopting this article.
