(a) To the extent funds are available within the operating budget and tax levy established by the Sanitary District of the Town, all claims submitted for materials, services, and/or labor, which may be charged to any line item within such budget, shall be paid first from the funds appropriated by the Sanitary District of the Town.

(b) All claims submitted for materials, services, and/or labor which are not payable from a line item of the budget established by the St. John Sanitary District shall be paid from the funds held by the St. John municipal sewer utility.

(c) Upon exhaustion of funds available for payment of claims from the operating budget and tax levy established by the Sanitary District of the Town, all further claims submitted for materials, services, and/or labor shall be paid from the funds held by the St. John municipal sewer utility.

(d) The board of sanitary commissioners of the Town and the Town Council of the Town may, by agreement, allocate any individual claim to either the accounts of the St. John Sanitary District or the accounts of the St. John municipal sewer utility.
