This division shall be deemed supplemental to all other ordinances and provisions thereof for enforcement and compliance purposes. Any fines, fees, charges or penalties levied or imposed pursuant to this division shall be in addition to any fines, fees, charges or penalties levied or imposed pursuant to all other ordinances.
