The Town hereby does adopt the budget practices, policies and procedures formulated by the National Advisory Council on State and Local Budgeting, and adopts the principles defined in the listing of recommended budget practices, and authorizes the Town to develop budget practices, policies, and procedures consistent therewith in order to guide the Town on a fiscally responsible basis in its budgeting process.
