(a) Each person or entity applying for a building permit for a business or multifamily structure pursuant to section 4-24 shall provide, as part of their building permit application, a recycling plan, on a town provided form, describing how their solid waste will be managed, including reduction, reuse and recycling steps taken to reduce their waste stream, which solid waste plan shall be subject to approval as provided for by section 4-31.

(b) Each person or entity applying for a demolition permit shall provide a recycling plan for demolition, on a town provided form, describing how the demolition material will be managed, including reduction, reuse, and recycling steps taken to reduce its waste stream, which solid waste plan shall be subject to approval as provided for by section 4-31.
