(a) The crossings at West 93rd Street and Joliet Street in the Town that are intersected by the railroad tracks are dangerous to the citizens of the Town and other persons using the crossing.

(b) The company owning or controlling the railroad tracks referred to in subsection (a) shall install electric flasher alarm signals at such crossings to warn persons crossing the railroad tracks of the approach of trains.
