No platting or division of land within the Municipality or within its extra-territorial plat approval jurisdiction shall be permitted if it results in a subdivision, unless a plat of the subdivision is submitted and approved in accordance with this chapter.

No land use (zoning) or building permits shall be issued for construction on any real estate or lot until the final plat for the same has been duly recorded.
