(a) There shall be and there are hereby established for the use of and the service rendered by the waterworks system of the Town of St. John, the following rates and charges, based on the use of water supplied by said waterworks system:

(2) Minimum charge per month. Each user shall pay a minimum charge in accordance with the following applicable size of meter installed for which the user will be entitled to the quantity of water set out in the above schedule of rates:

(3) Temporary users. Water furnished to temporary users, such as contractors, etc., shall be charged on the basis of the metered rates hereinbefore set forth as estimated and established by the Waterworks Superintendent.

(4) Collection and deferred payment charges. All bills for water service not paid within fifteen (15) days from the due date thereof, as stated in such bills, shall be subject to the collection or deferred payment charge of ten (10) percent on the first three dollars ($3.00) and three (3) percent on the excess over three dollars ($3.00).

(5) New customer connection service. In the event that a previously platted subdivision (lot) is exempt from the previously approved Joint Ordinance No. 1203/WD 43, the charges for taps made to the Town's water system by the Public Works Department shall remain as follows:

*Actual costs of the Town for these matters shall be charged and connected.

There shall be an additional check valve fee charged in the sum of between one hundred fifty dollars ($150.00) to four thousand five hundred dollars ($4,500.00) for connection service for one and one-half (1-1/2) inch and larger meters depending upon the nature of the business.

(6) Bulk water sale rate. All bulk water users and purchasers shall be charged and pay a bulk water sales rate of six dollars and fifty cents ($6.50) per one thousand (1,000) gallons, or any portion thereof, of bulk water purchased, as a bulk water sales rate.

(7) Fire protection service (per hydrant).*

*Ord. 1712 § 1 states:

That future rates and charges payable by the Town of St. John to the Board of Waterworks for the use of and the services rendered by the Waterworks System of the Town of St. John for municipal hydrants pursuant to Ordinance No. 1385 are hereby eliminated.

(8) Sprinkling meters. The charge to install sprinkling meters or other separate metering devices which conform with the requirements of the Town's ordinance establishing rates and charges for the use of the sanitary sewer system will be as follows:

(b) Effective February 1, 2009, a one-time charge known as a water system development charge will be collected from new customers of the water works system in accordance with the following schedule:

The aforementioned water system development charge rates shall be collected by the Town as set forth in the Town water rate ordinance not amended hereby.

(c) Temporary disconnection and reconnection fees.

(1) The fee to be charged by the Town Waterworks District for temporary shutoff and turn-on (disconnection/reconnection) of water service shall be as follows for each such event and activity, namely:

a. The amount of seventy-five dollars ($75.00) for each temporary water service shutoff to a property served by the Town Waterworks District;

b. The amount of seventy-five dollars ($75.00) for each temporary water service turn-on to a property served by the Town Waterworks District; and

c. The amount charged for each temporary shutoff or turn-on (disconnection/reconnection) service event shall be one hundred dollars ($100.00) for each nonbusiness hours/overtime charged service event.

(2) The fees increased herein for temporary water service to a property served by the Town Waterworks District, whether it is for temporary shutoff or temporary turn-on (disconnection/reconnection) service, shall be charged separately for each event with billing to be made consistent with the current and applicable water rate fee ordinance setting forth the rates and charges to the owners of property served by the St. John Waterworks District, with these service charges deemed nonrecurring or not a regular monthly charge due to the nature of said charge being made on a cost-justified special service basis.
