Customers shall construct an air gap, or install a reduced pressure principle backflow preventer or pressure type vacuum breaker in accordance with section 23-38 of this article on the water line connecting the public water supply to any land irrigation system buried below ground that has a sprinkler outlet located less than six (6) inches above grade and is constructed after July 19, 1985, or for any similar lawn care systems or garden hose spigots placed below lawn grade. Residential customers who have:

(a) Any hot water heat (boilers—such boilers should have an expansion tank and/or safety valves to prevent expansion issues), and/or

(b) Have a private auxiliary water supply connected to the public water supply shall construct an air gap, or install a reduced pressure principle backflow preventer or pressure type vacuum breaker in accordance with the provisions of 23-38 of this article.
