(a) To the extent funds are available within the operating budget and tax levy established by the Waterworks District of the Town, all claims submitted for materials, services, and/or labor, which may be charged to any line item within such budget, shall be paid first from the funds appropriated by the Waterworks District of the Town of St. John.

(b) All claims submitted for materials, services, and/or labor which are not payable from a line item of the budget established by the St. John Waterworks District shall be paid from the funds held by the St. John municipal water utility.

(c) Upon exhaustion of funds available for payment of claims from the operating budget and tax levy established by the Waterworks District of the Town, all further claims submitted for materials, services, and/or labor shall be paid from the funds held by the St. John municipal water utility.

(d) The board of waterworks commissioners of the Town and the Town Council of the Town may, by agreement, allocate any individual claim to either the accounts of the St. John Waterworks District or the accounts of the St. John municipal water utility.
