The St. John Animal Control Board shall be comprised of the Town Manager, chief of police and the Animal Control officer of the Town of St. John. Said board shall meet when necessary to discuss issues before the Town Animal Control board.

(1) Recommend to the Town Council rules and regulations concerning the operation of the animal shelter, standards for the collection, care, custody and disposal of animals at large and public nuisance animals and standards for the maintenance of holding facilities for guard and sentry dogs.

(2) Review the proposed budget of the Town Animal Control department and make recommendations for funding to the members of the Town Council.

(3) Upon written complaint, conduct an investigation to determine if an animal or holding facility is a public nuisance animal or holding facility.

(4) Upon written recommendation by the Animal Control officer, the Town Animal Control board may revoke any license for violation of this chapter.

(5) Upon written request, the Town Animal Control board, will hear and decide appeals of licenses that have been revoked by the Town Animal Control officer for violations of this chapter.

(6) Recommend to the Town Council necessary changes in the ordinance regarding the control of animals.
